This is a sexy photo but I wouldn't call this a blue dress either. Yeah some of the strips are blue but there's not enough visible blue to call it a blue dress.
It is surely a short dress though. A lady in such a short dress would hopefully not be offended by the kind of attention she would invite. You dress should never be so short that it becomes risky for you to sit down.
